What are the Keystart Access Home Loan eligibility requirements?
The Western Australian Government’s Access Home Loan has been designed to offer an easier pathway into homeownership for people living with a permanent disability. The scheme is also open to eligible full-time carers living with a dependant who has a permanent disability.
According to the Access Home Loan criteria, anyone whose dependant has an intellectual, psychiatric, cognitive, neurological, sensory or physical impairment that impacts their housing needs in terms of housing design or proximity to appropriate medical and support services, should reach out to discuss eligibility.
Individuals or couples applying for the Access Home Loan should be:
- Over 18 years of age
- Purchasing a home to live in - not an investment property
- An Australian citizen or permanent resident residing in Western Australia
Applicants will also need to have a stable income, or regular employment for at least six months. Although Keystart recognises some Centrelink benefits as earnings, your total income will ultimately impact the amount you’ll be able to borrow through the Access Home Loan program.
Individuals applying for the Access Home Loan will need to earn less than $123,000, while couples’ income will be capped at a total of $189,000.

This scheme has two types of loans on offer, giving homeowners the opportunity to find the right mortgage for their individual circumstances. Buyers can choose between full ownership and shared ownership with the Housing Authority where the government department can purchase up to 40% of a home.

Can the Keystart Access Home Loan be used in conjunction with other incentives?
Yes. Applicants accessing the Access Home Loan - who are buying or building a new property - may also qualify for the First Home Owner’s Grant to save a further $10,000 on costs. Additionally, if your first home is priced under $450,000, you might also avoid paying stamp duty, or only pay a concessional rate for purchases between $450,001 and $600,000.
